1. Depending on the season it is, Rockclan could have some herb storage plus a sickness that makes them lookout beyond their territory to find more herb(s) to cure them, a patrol could find a couple of rockclan cats like that.
2. Rockclan could have suffered from some sort of severe weather (earthquake, drought, etc) and are looking for help/ or searching outside their territory for supplies.
So far that’s what I got
