Hey! Obviously this game was not designed to be moddable, but I was curious about the possibility of modding the game nevertheless.
I have two questions concerning this: 1. Do I have permission to try in the first place? 2. If someone mods the game, can they share that modded version of the game (100% for free) with others?
I tried searching google for answers to this question, but the last time it was asked was 2016. Knowing that Cattails has been out for some time now, I was wondering if the answer has changed. There were more recent posts of someone "releasing" a "mod" and developing a "remake" (both of which sounding like they had no permission, if they were being honest at all - which was a 0% chance, considering mentions of monetization). However, it was said that some people had figured out how to mod at least some parts of the game, which confirms that it's possible to modify the game without breaking it. With some research I think it's possible, since this game uses RPG Maker XP (as far as I can tell).
Although I am not someone who has a lot of experience, I have a lot of time over the summer and I think I could try to tinker with this game, even if I am unsuccessful. However, I don't want to try anything if this goes against Falcon's wishes.

You could try sending Falcon a PM directly, I don't know if he looks much at the posts on here anymore
If you're making it for yourself I don't feel like there should be a problem with you creating a mod. Also I wouldn't assume there would be any problems with mods being made for any games as long as they're not making money off the games but I'm not a developer so I don't know the nuances of all that

I'm asking because it would be illegal and very disrespectful of his work to not do so (since it would involve literally stealing the game's files and code, if possible, as there isn't really any other way to modify the game as far as I'm aware). I might be better off just experimenting on my own with projects that are open for anyone to tinker with, or try making a beginner game on my own.

since this game uses RPG Maker XP (as far as I can tell). Actually, WCUT was made with an old version of Gamemaker Studio. I think Falcon once said it was 1.6? Don't @ me if I'm wrong LOL because I could be wrong.
I feel like it would be a "good luck" scenario as you would have to figure out a way to decompile the game (which I doubt it would be easy), or worst case scenario you would have to ask Falcon and hope he still has the original files. From what I hear, the game's code is an absolute nightmare. You would probably have so much fun trying to figure out what each thing does and how each thing does that, in its spaghetti code likeness.
